Who’s responsible for IT sustainment training? IT or HR?

The system is deployed, thousands are trained now what? Who provides IT system training for new hires or recurring training due to process change, lack of understanding or system upgrades?  

After providing this type of training for many years for both the IT and the Human Resources department, I conclude that it is more advantageous for the IT department to sustain system training because the owner of the system (IT) understands the system functionality, complexities and upgrades schedules and impacts. However, communication, coordination and scheduling of training with HR are crucial for a successful training effort.
